"I am testifying on behalf of the Campaign to Reduce Lead Exposure and Asthma, a coalition of more than 50 organizations working together to improve housing conditions that contribute to lead poisoning and asthma in residents of the District of Columbia, primarily those living in poorly maintained rental housing."

This testimony, presented by Dr. Janet A. Phoenix before the Committee of the Whole, addresses the Department of Buildings' rental housing inspection practices and offers recommendations for improvement. The document covers topics such as training for personnel, complaint intake processes, scheduling and conducting inspections, issuing notices of infraction, abatement of violations, and settlement and adjudication of infractions. By reading this testimony, the reader will gain insights into the challenges faced by the Department of Buildings and the potential solutions to create healthier living environments for residents in the District of Columbia.
